By careful design, passage of the original SBIR enabling legislation

  • imposed a program participation requirement on all federal agencies with an extramural R&D budget over $100M R&D
  • and required a common structure of the firm on award: Phases I and II To permit appropriate organization, effective access to, and analyses of data specific to each SBIR Source, areas designated Agency Brass Plates have been created and are maintained on the idi servers.
