In Phase I, Innovation Associates, Inc. (IA) will identify the business, management and commercialization needs of SBIR firms and potential obstacles to commercialization. It will do so by administering a needs assessment of 5,000 SBIR Phase II awardees across the national (all awardees in FY 92-FY 96). IA will identify State and local resources to meet the needs identified by SBIR firms in two States. IA will determine the feasibility for using various State and local resources to help SBIR firms meet specific needs and will develop a plan for testing various resources and service delivery methods. In Phase II, IA will identify State and local resources in additional States. Based on the needs assessment and finding from Phase I, IA will test several types of resources and service delivery methods to meet the needs of SBIR firms.

Anticipated Results/Potential Commercial Applications of Research:
: This project will provide information that ultimately helps SBIR firms identify and access services that strengthen their ability to commercialize R&D results. As a result of Phase I, program administrators and policy makers will gain a better understanding of the commercialization needs of SBIR firms and the resources available to meet those needs. This will help administrators and policy makers structure future assistance to promote commercialization of SBIR results. It will help State and local organizations develop and provide effective services to SBIR firms and contribute to economic growth in rural areas.
