We propose a radically innovative approach to the problem of multiple access communication which promises to revolutionize the modern communication industry by dramatically increasing network throughput. Our approach is based upon two major novel components: (i) hybrid time-frequency allication of communication channel resources, and(ii) non-orthogonal, i.e., overlaping, multiplexed signals. Together these two components will allow the simultaneous transmission of an unprecedented number of mulitple user messages. The technology is based on a design methodology to design optimally noise robust nonorthogonal wavelet packet multiplexing signals and a computationally efficient method for user bit vector estimation. Our design method yields multi-user messages which are optimally robust to bursty channel noise and allows error-free reconstruction in low noise levels.
