Research Proposed: Research is proposed to investigate the feasibility of adapting an innovative rules-based, Business Process Management technology that could lead to rapid, near real time reconfiguration with reliable connectivity. Problem/Opportunity: Navy C4I capabilities are fairly stove-piped in nature and require the integration of complex services across many operating domains. Present solutions for these information disparities are not reconfigurable by design. Existing technology combined with innovative research can solve such information disparities over evolving net-centric environments as well as guide this reconfiguration and transformation on the fly. Plan/Process Outline: Identify and document the range of systems, data models, platforms and sensors utilized in the FORCEnet engagement pack concept. Combine SOA, Business Process Management and Business Rules Management Systems technological concepts in a unified architecture enabling operational agility while addressing the reconfigurement of processes and business rules across distributed enterprises.

This automated business rules approach supports the complex man-machine interaction resulting in higher quality decisions made quicker with greater speed and accuracy.

This technology will solve one of the most significant capabilities envisioned by FORCEnet in providing each decision maker the ability to depict situational information in a tailorable, user-defined, shareable format. The ability to reconfigure net centric systems will give decision makers in a dynamic environment an accurate Common Operational picture. This automated business rules approach supports the complex machine human interaction resulting in higher quality decisions made more quickly with greater speed and accuracy. This novel approach will allow the individual commanders and business leaders who better understand their mission, business challenges and operational requirements to tailor a solution to meet their particular needs. The BPTT tool can serve as a critical link in technological developments resulting from FORCEnet S&T- Large Tactical Sensor Networks II (ONR BAA 07-026). All five product areas outlined in ONR's BAA can utilize the BPTT tool to 'enable sensor networks to rapidly and reliably respond to unit intelligence needs through user friendly human interfaces'.The current market for business rule management systems is estimated at approximately $250M and is expected to grow to $500M by 2008. Business process management systems currently have a market of approximately $700M and this expected to grow at a rate of 30% annually . These describe the market for these tools only. The real power is in a combined architecture that may be profitably applied to commercial application where on-the-fly configurations based on multiple disparate data sources are common. One of the main application areas for knowledge management solutions is in the area of fraud. Analytics are powerful tools for fraud detection and business rules represent an effective technique for fraud prevention, once it has been identified. It essentially requires a solution that reconfigures itself based on receiving more information (e.g., dont approve these loans now because new data says the appraiser on them is suspect). Mortgage fraud has gone up tenfold since 2000. The Mortgage Bankers Association has asked the House and Senate Appropriations Committees to dedicate $31.25 million in funds over the next five years for the F.B.I. and the Justice Department to combat mortgage fraud. Firms that track mortgage fraud say it costs banks and lenders more than $4 billion a year.
