This proposal describes a study to design an automated EMCON Management System to enable ship and force elements to better coordinate sensors and operate without inadvertent loss of tactical advantage to unfriendly forces. The study approach separates the radar and communication elements of the problem. The postulated design assigns the radar EMCON functions to the ship's EW system, and the communications EMCON functions to be either a network message monitoring approach or an autonomous RF monitoring system. Example processes to support the monitoring function are described. A means of quickly and economically developing the radar EMCON management portion of the system and demonstrating it in the shipboard environment is also described.
