This effort is divided into two objectives: (1) develop the methodology to define the optimal manpower Mix, and (2) develop an approach to perform that methodology for Navy officer and enlisted billets. We define an optimal manpower Mix by creating an achievable force structure (or billet plan) that attains the Navy's strategic plan with as few people as possible, given a set of personnel policies. The methodology to develop an optimal manpower mix for Navy personnel is to apply Billet files (existing and proposed) to a network model definition that incorporates personnel policies as constraints. Current personnel inventories can be applied to the proposed billet structure and examined for conditions that violate policies. A relational database management system is used to load, analyze, and display billet files and personnel policy constraints. The optimal structure is obtained by applying a rule-based system within the DBMS. A network-solution model is then used to project the current inventory through the optimal structure to determine where new personnel policies are needed. Policy analysis is also incorporated into the network post-processor and DBMS which allows for alteration of the personnel inventory and further analysis.
