In this SBIR proposal, Mathtech first describes the Life Cycle Cost process, including information on types of models, types of costs, usefulness of various costing methodologies in the various life cycle phases, and descriptions of analogy, parametric, and engineering estimating methodologies. Also included is information on what qualities are essential if a model is to be useful. Mathtech then describes its approach to developing an LCC model for use in NAVSEA, specifically to study the out-year logistics impacts of various competing equipment designs. Several existing models, from which the new model might be developed, are discussed. Finally, possible sources of input data are discussed, and forms of output data are proposed.
