The goal is to produce an electronic programmable disabled or Handicapped Placard, which cannot be forged, altered or compromised to insure credibility in the program.The final placard will be designed to enable law enforcement and parking enforcement to observe from a distance, if the placard is valid. By use of LEDs, one facing the front, one facing the rear, it permits and easy and quick visual check at any disabled designated parking location. The placard will be simple to use and require no maintenance. It requires programming by a dedicated programmer at the DMV, eliminating any chance of compromise by other electronic devices. It can be programmed for a number of days, a number of months, or years. It then blinks its programmed sequence until the time expires. If stolen or lost, it can be reported to the police or authorized agency who can then shut the placard down by calling the optional built-in telephone pager that disables the LED blinking function, making it no longer valid for use.
