The decreasing cost and increasing benefits of information technology have dramatically accelerated the development of tehcnical innovations in education. Yet the stimulus of information technology has not yet led to any analogous evaluation innovations. This tremendous impalance is an obstacle to improving education and must be corrected. Iota Solutions has recated an innovative evaluation methodology that addresses the need for feedback in a variety of learning environments. Embedded evaluation is a fromative evaluation prcedure that is more theoretically sound than other existing evaluation tools. It is time and cost effective, scalable, accessible, easy to use and can produce ongoing "midstream" improvements in course delivery. Embedded evaluation provides meaningful, timely, organized feedback to instructors so that they can make good decisions; delivers the results to the stakeholders who can best acto on that information; and closes the loop by letting responedest know how their feedback was used to make meaningful changes. Herein we propose to lay the groundwork for the next generation of evaluation tools using embedded technology, IOTA has asseembled a sophisticated team in suppor to fhis project including collaborative agreements with WebAssign, Inc. and North Carolina State Unviersity.
