Technology Solutions Experts, Inc. (TSE) is proposing to develop the Property Reuse and Disposition Tool, a mobile app that will significantly expedite and facilitate the way in which the Defense Logistics Agency (DLA) catalogs excess property for its reuse. The DLA's current process of cataloging excess property is cumbersome and tedious--with the advent and proliferation of mobile technologies, there exists a major opportunity to make the DLA's excess property cataloging process streamlined. TSE will do so by developing this innovative mobile app that will leverage the full range of smartphone capabilities to facilitate the DLA in this aspect of their mission.

The flow of equipment, repair parts, and other materiel to the Warfighter is critical to his or her success in the field. As a result of this critical need for materiel, DLA employees must contend with the difficult task of promoting and encouraging the reuse and disposition of excess property. With the advance of e-commerce sites and modern networks, searching a catalog for property has become a relatively simple and easy task for users. However, the data entry that populates these catalogs and provides information to the end users is a tedious process and represents a significant opportunity for improvement. In the previous phase of this SBIR, TSE built upon the successful development of the app to test, integrate, and accredit RTD Photo App, a mobile app for rapidly taking photos and capturing property info from DTID documents. In this next phase of work, TSE will provide enhancement, improvement, and further streamlining of the process of receiving property, capturing tracking and descriptive data, taking photos, and uploading to DLA’s existing RTD Web system.
