Trusted identification and provisioning of public safety individuals is extremely difficult during the chaos and time criticality of emergency response operations. Previously unknown individuals must be verified/vetted/provisioned without the benefit of a thorough face-to-face, manual review. The problem is made worse by the lack of a universally accepted system for identity sharing and coordination of law enforcement, firefighters, EMT/EMS and other emergency responders.CardSmart Technologies (CST) is prepared to address these challenges by architecting a flexible and widely accepted ICAM (Identity, Credential, and Access Management) solution.Other success factors include: ease of use, portability, and adaptability to variances in use cases.Attempting to build one huge monolithic application from the ground up that performs all ICAM functions is sure to fail.Instead, a modular approach of separate, but interoperable, building blocks is proposed.CST has identified six separate component subsystems that comprise an ICAM ecosystem: Remote Proofing, Reconcile Local Credentials, Issue Digital IDs, Provisioning, Authentication, and Continuous Vetting. The resulting architecture will describe the integration of best-of-breed components delivered as a cohesive cloud service.Future architecture iterations may further decompose the six components to micro-service granularity.During this Phase I effort, CST will gather requirements and begin the design work from which a highly adaptable architecture will be created. The end result of Phase I will be the delivery of this architecture and a roadmap to a prototype. This will serve as the launching point for an SBIR Phase II project which will focus on building the working prototype.
