Domain-specific information architectures, such as the proposed National Health Information Infrastructure (NHII) can be a foundation for an improved delivery system with greater access to higher quality healthcare at a reasonably low cost, for a combined civilian/military medical system. We propose to demonstrate increased productivity through simplification at a healthcare provider's workstation through the principle called Interactive Self-Service. The tools required to demonstrate the benefits of a stream-lined clinical/administrative system are: a Smart (IC) Card, a workstation with a card reader/writer, and domain-specific software written to a standard based Healthcare Domain Model (HDM), built upon a consortium-led Healthcare Reference Architecture (HRA). We propose to demonstrate secure access and authentication systems to insure that privacy and confidentiality of patient data are protected. We will work closely with the Department of Defense' Offices of the Surgeons General, the National Healthcare Industry consortium (NHIC), the Northern California Healthcare Technology Alliance (NCHTA) and the national Health Foundation's Health Data Interchange (HDI) project to integrate their developments as they occur. We will explore incentives to build provider acceptance of technology which supports administrative cooperation and improved quality. Anticipated

Benefits:
The creation of new, exportable, high-value products will be the major benefit of this proposed effort. Licensing of rights to manufacture the Interactive, Self-Service Workstation, software licensing to practice management system (PMS) vendors, and Smart (IC) Card sales will all generate potentially millions of dollars in sales, creating hundreds of jobs.
