In response to AF203-CS01, Higher Ground [HG] would like to offer XPI/XPD – the NexGen of Situational Awareness [SA] in support of USAF operations. Our solution, the SatPaq®, is a small, commercially available, stealthy transceiver that communicates with GEO stationary satellites to provide real-time, situational awareness from anywhere. The SatPaq is used today by consumers domestically and by the Special Forces in CONUS, the Middle East and European theaters. Only by communicating with GEO stationary satellites ‘that don’t move’ can one get up-to-the minute information of area activity to better manage resources. This Phase I study will enable the SatPaq to be even more stealthy. Our NexGen advance is to move from LPI/LPD to eXtremely Low Probability of Interception and Detection [XPI/XPD]. Using our proposed Adaptive Emissions Control [AEC], we will ensure the Radio Detectable Zone [RDZ] by an adversary can be as small as 3 square miles. In contrast, commonly used radio equipment today has a radio detectable zone of thousands of square miles. This is a major advance in stealth communication.
