During a natural or man-made disaster, timely restoration of normal operations and proper identification of factors affecting triage decisions require coordinated information flow between base personnel, first responders and various echelons of analysts and managers. Methods of assessing the gravity of an emerging situation lack sufficient real-time data and analytics, and effective support for collaboration. Communications are subject to human error and the information environment is dynamic which prevents responders from getting the whole picture.
