The purpose of this proposal is to outline a proof of principle for an EBA Management System. The EMS magic comes from constructing the EBA process and supporting technologies as a multi-stage production process, using an Input-Output model where primary and intermediate inputs (the latter themselves the product of some process, internal or external) combine to form intermediate and final products.
