Toyon Research Corp. proposes development of a system that automates disaster assessment based on fusion of overhead and ground-basedimages, video, and other data. In Phase I, we will investigate various possible data sources and the benefits of fusing the data in automatedanalysis. We will select and curate data for processing in a Phase I feasibility study. Damage assessment will be performed in three dimensionsbased on accurate multi-source data registration, change detection, and deep learning-based scene interpretation. The Phase I work will laythe foundation for full software prototype development and demonstration at NGA in Phase II.

Toyon Research Corp. proposes development of a software prototype for automated 3D damage assessment in urban environments. We will document the requirements for the algorithms and software, and optimize or extend the algorithms as needed. We will implement the software prototype, leveraging and integrating existing components where possible and implementing new components as needed. We will quantify the performance of the resulting software prototype performing automated damage assessment over wide areas, and demonstrate the use of the prototype software to NGA personnel. Based on feedback from end users, and the results of our testing, we will optimize and extend the software and deliver a Phase II final version to NGA. We will also work with NGA to prepare for integration and use of the software at NGA.
