The DoD M&S community has embraced the federation approach towards interoperability and reuse for nearly 30 years. Despite its broad community support, the federation approach has inherent problems concerning (a) achieving scalable run-time performance without sacrificing fidelity, (b) the high cost to design, develop, document, test, validate, integrate, and execute models, and (c) efficiently managing a flexible workforce. The Open Unified Technical Framework (OpenUTF) was jointly defined by organizations spanning the DoD, research labs, industry, academia, and the international community to address these issues within a common engine. The OpenUTF specifies three architectures (OpenMSA, OSAMS, and OpenCAF) that focus on scalable parallel and distributed M&S, model composability and constructs that lower the cost of model development, and cognitive thought triggering based on perception to oversee goals, tasks, and behaviors. The WarpIV Kernel is the open source reference implementation of the OpenUTF. WarpIV Technologies proposes to refactor its composable Missile Defense Engagement Model (MDEM), which operates in the WarpIV Kernel, to define collaborative interfaces that could be used by other model development organizations. By standardizing all interfaces for the full missile defense system, individual models in MDEM could be replaced with higher-fidelity models developed by other organizations. Proposed work will build on previous effort where twenty three composable models that represent a full missile defense system, known as the Missile Defense Engagement Model (MDEM) package, were developed. The models in MDEM follow a strict discipline that no model is allowed to know anything about any other model; yet the models can still share data and mutually interact, which is necessary to support true model composability.
