The Public Safety Community (Community) would like to share information between jurisdictions, but need to trust with a reasonable certainty that the users viewing this information are who they say they are. Similarly, the Federal government and other organizations need to be reasonably sure that their new users are accessing the right information online. Identity proofing a user, either remotely or in-person, helps an organization increase certainty of the identity of their users. Products that conduct ICAM On-the-Fly verify the identity of potential users in near real-time, allow users to bring their own credentials and, in some cases, automatically provision new users into applications.There are a handful of ICAM On-the-Fly products in the marketplace, but there are many unique proofing requirements within the Community, including database, minimum system and architecture requirements. During Phase One, Oasys will conduct a survey to identify the Community requirements and evaluate products in the market, identifying requirement and capability gaps and informing vendors of possible enhancements for their products to meet the requirements of the Community, Federal government and other organizations.Phase II will consist of pilots within the Community of the best ICAM On-the-Fly solution(s) to help improve those solution(s) and the cybersecurity posture of the Community. The result will be enhanced identity vetting solutions in the marketplace for the Community, Federal government and other public safety organizations.

Products that conduct ICAM On-the-Fly verify the identity of potential users in near real-time, allow users to bring their own credentials and, in some cases, auto-provision new users into applications. There are a handful of ICAM On-the-Fly products in the marketplace, but there are many unique proofing requirements within the Community, including database, minimum system and architecture requirements. During Phase I, Oasys conducted an analysis of existing ICAM products using a series of eight Community Dimensions that detail an ideal ICAM posture. This analysis formed the basis of the evaluation criteria used to assess the capabilities of ICAM products to determine which best met the Community's needs. This analysis also revealed gaps that need to be filled before the products can be deployed to support a Community activity. Phase II will continue the analysis by incorporating one of the three highest evaluated ICAM On-the-Fly products as a component of a larger, integrated solution. This solution will support Identity proofing first responders from a variety of jurisdictions, validating their applicable certifications and attributes from the authoritative source, auto-provisioning access to a team communication app, and assigning the first responders to the appropriate communication channels based upon their community attributes. Our main use case will be a pre-planned event (Taylor Swift concert) at a large venue (new SoFi Stadium in Los Angeles).
