In crafting the original SBIR structure and process, the effort was to make the process of applying for federal research dollars and, if successful, of becoming a government contractor at least somewhat less overwhelming. Given the large percentage of new awardees every year who are start-ups, most with little or no previous federal contracting experience, to some extent that initial objective was achieved.
That said, from the initial process of making application for SBIR-STTR award, through managing and accounting that project to include being in compliance with the various aspects of federal proccurement and reporting as well as conduct of the research, to defining what you now have such that it becomes an asset that you can trade, then to tackling the requirements of moving the developed techology(ies) from the lab to the marketplace is complex and multi-faceted. It is a rare SBIR player is who sufficiently diverse in their experience (or foolish enough?) to handle all these aspects with no other professional involvement or input.
