In the final analysis, SBIR is a
political creation
.
Given that very few who are part of the SBIR Community are politically engaged, that could (and sometimes has) been problematic.
This may very well be one of those occasions
Part of the genius of the Program Founders was in establishing how SBIR was to be funded. There is no annual appropriation for SBIR - a task that can be very demanding of political resources. Instead, SBIR is supported from a percentage set against the annual extramural R&D appropriations in each participating agencies. This
a-political approach
has served the SBIR Community very well.
The disadvantage, however, has been that there is almost
NO pressure for Awardees to be politically attuned
. The result is that
many in the SBIR Community have no understanding at all of what it takes to keep the ball rolling
.
SBIR does not just "happen". It always becomes the job of the handful of long-time SBIR Advocates - working largely without external resources and usually at their own expense - to weigh into the fray and to get the job done. These long-time supporters include
Organizations like the
Small Business Technology Coalition
headed up by former Chief SBA Counsel for Advocacy
Jere Glover
. With a very few SBIR Awardees and a small member base these guys have been on the front line of just about every SBIR-related issues.
