    In 1996, the first year in which Tibbetts Awards were made, 73 individuals, projects and organization representing almost every U.S. state were in receipt of award.

    In 1997, an additional 69 awardees were added to the ranks of recognized national winners - this time with every state involved.
The stories submitted in support of all these nominations were as varied as the parts of the country from which they came, the stage of development of the project and the areas of technology development involved. What all had in common was that the the availability of SBIR resources had been a key factor in enabling
new firms and new jobs to be created
small companies to become viable and strong
important technologies to be brought to use-condition
technological break-throughs to have been achieved in many fields
collaborations to be possible which might otherwise not have happened
important niche markets to be well served
international trade to grow substantially.
